screen will not rotate

My Surface Pro I will not rotate the screen.

I pull up the Charms and go to Settings and the Screen thing shows it is unlocked but it will not rotate between landscape and portrait mode.

Typing with the onscreen keyboard doesn't work too well for me in landscape so I thought I would try it in Portrait mode but it will not switch with ANY program or even with just the desktop itself with nothing running.

I've tried going into Personalization etc. etc. looking for another place where it locks the screen but with no success. Perhaps I missed it.

How can I get the screen to unlock and rotate?

Which Intel driver are you using? Occasionally the auto rotate component will crash and a reboot will restore the driver.

Yes, I have the Intel Updater program and it has installed the latest driver.

But the computer has been rebooted several times since it was installed and that didn't fix it.

If you installed a reference driver from Intel then that is most likely the issue as it wasn't optimized for the Surface Pro, rolling back to the Surface version would likely re-enabled auto rotate.
