Power cord clip

There are quite a few threads mentioning the power cord clip. I've participated in a couple. None of them seem to explain exactly how it's supposed to be used. I've tried various ways. I'm still puzzled.

Anybody?

Perhaps it's something to do with wireless charging; perhaps Nikola Tesla would know.
