Wifi disconnects during sleep using vpn

Normally during sleep wifi stays connected (settings under power management checked off to remain on).
However, when I connect via VPN the connection drops during sleep but does reconnect upon wakening.
Not using a VPN kill switch. Is this normal when connected via VPN?
I would prefer the connectipn to remain active during sleep mode.

Is this a public or private VPN. it very likely is the VPN side disconnecting it when it see it go inactive.

Private VPN. It should stay connected during sleep ( powercfg connected standby or what they call now modern standby).
Well any way, the radio stays alive during sleep on my desktop cpu but not on the SP3.
