Solved Virtual Keyboard vs. Handwriting Bar?

In Tablet Mode. when you need to enter text sometimes the virtual keyboard pops up and sometimes the handwriting bar (is that what it's called?) pops up. What determines which one pops up? I'd rather get the virtual keyboard every time. Is there a setting for that?

For me the handwriting bar comes up if I'm holding the pen, and the normal keyboard if not.
I wish it could be disabled, as using handwriting on my device results in a BSOD.

My experience is that if you touch the text input field with a finger, you get the keyboard, and if you hit it with the pen, you get teh handwriting panel.

For me the keyboard comes up if I'm using my finger. But if I'm using my pen before clicking the keyboard, then the writing bar comes up.
