Surface Pro 3 Dock USB 3.0 ports slow

I have noticed that a USB 3.0 drive plugged into the 3.0 port on the dock transfers at 2.o speeds arox. 36 mbs from the drive to the surface. Then if you take the same drive and plug it into the usb 3.0 port on the surface itself, it transfers at over 120mbs.

Can anyone confirm this?

I'm running Windows 10 with all the latest updates.
 
Even with the latest firmware update, the USB 3.0 ports only transfer at 2.0 speeds (36mbps), while the USB port on the Surface itself transfer at 120+mbps.

Can anyone on windows 10 with a surface pro 3 dock confirm this while using a usb3.0 thumb drive or USB 3.o HDD?
I would like to find out if my dock is wired wrong or if it is a firmware problem.
 
Must be an isolated problem for you since I just tested by connecting my old 32 GB Lexar USB 3.0 drive (normally attached to my router) to the surface dock usb 3.0 port and I get 50 Megabytes/sec write to the USB drive:

I too can confirm that my dock seems to transfer at full speed on the usb 3.0 ports. SP3 on Win 10.
