Resetting surface pro 7 problem

I wan't to sell my Surface pro 7 but I have got a question about which option to pick, I am probably overreacting but I followed the instructions on how to do it then found different options on my surface pro 7. After I choose remove everything I see two options "Cloud download" or "Local reinstall". These were not mentioned in the How to guide. Please any help would be appreciated.

You may choose to stop now, and leave it to the new owner to install Windows 10 using either option.

If you are willing to spend another 20 minutes or so, though, I would choose "Local reinstall". This will load the latest version of Windows 10 which was running on your SP7, without any user data. Do not proceed to sign in with a userid after you install Windows 10.
