Is there a way to have a favorites bar like I have circled below from my IPad using IE? It allows you to have easy access to your most visited sites

Yes. Open IE . At the top of the window right click to provide a selection menu and choose Favorites bar.

Assuming you specifically want a "Bar" placed in the browser at that specific spot that can only be done with Desktop IE. However in MUI IE if you swipe up from the bottom you can access most frequented and Favorites, for anyone that hasn't discovered it yet.

You can also change the mui IE options to always show this bar, so you're just one tap away from favourites.
