Is There a Way to Control When the Fan Kicks In

It appears that the fan kicks in around 87 degrees and once it gets going it reduces temperatures quickly. The problem is that thermal throttling also kicks in reducing performance and it takes a little while for the temps to get down where thermal throttling stops. End result is that performance decreases until temps go down. If the fan kicked in earlier, say at 75 degrees, then thermal throttling would rarely if ever occur, thereby improving performance.

Is there a utility that will allow us to control the temperature the fan starts up?
 
Unfortunately there is not any thing else that I know of that may help you with your request.
