There's a fix for Windows 10 rearranging your desktop icons when you connect/disconnect from multiple monitors! I hope this works for the arrangement of windows when your computer wakes up from sleep too!

Nice! Does it work for both your icons AND your open Windows? I know that when my Surface Pro 6 goes to sleep and wakes up, my windows are either resized or no longer in the order I left them in.

Both icons and open windows remain where I place them, as long as the monitor configuration is the same as when I went to sleep. I typically use a second monitor via mini DVI to HDMI cable.
