I use OneNote UWP mainly...OneNote 2016 for some organization...

I agree, OneNote hands down - I've been using that for over a decade to take down all my 'handwritten' notes...

I've tried many and settled on Grahl software's PDF Annotator. In full screen mode, it's like using pen and paper.

I have hundreds of pages in OneNote from back in the Tablet PC days. Can't imagine using anything else today.
