Windows 10 - PCI Simple Communications Controller?

Did a fresh install of Windows 10 Build 10130 and installed the drivers from https://www.microsoft.com/en-us/download/details.aspx?id=38826 but can't seem to get the PCI Simple Communications Controller installed. What am I missing?

Agreed, I would run it through Windows Update until it's totally caught up, before manually downloading anything.
