I was just reading another forum re browser hijacking... one specific case was ISP related...
But... I haven't checked although I think a Refresh would create a new User Profile and just keep files however, try creating a new user and log in with that ID... a local account should be fine.

Try these commands in a command prompt

Nslookup msn.com

Nslookup msn.com 8.8.8.8

The address for msn should be the same both times.

Try it with a domain/site you're not reaching in your browser too.

If they are different, reboot you router and try again.

Either way you could also try turning off IPv6 on your network adapter.
