What is this? This weird things make me unable direct switch to start page when I click windows button. I need to go desktop to close every time I on or restart my surface.

What is it that you are closing on the desktop to get rid of it?
TOR is a good source of Malware... have you run MalwareBytes?

A quick search and this comes up for tlandings software.

Find the PC Settings icon. It should be in the lower left, and looks like a gear cog. If you hover the mouse pointer over it, it says "PC Settings'. Click that icon
