Solved Terrible Internet Speed in Windows 10

I've just read this thread with great interest as I've just had exactly the same problem this afternoon with the final release of W10 Pro on a PC. Same thing - ping 308ms / download 0.21 / upload 0.008 - all cured by a Windows update. Very odd.
