surface pro refuses to close with power buttons

Hi
I wonder if anyone can help me. About a week ago, my Surface Pro (Windows 8.1), has stopped powering off using either the on-screen power button or by going through the side-bar button. The only way to turn it off is to hold down the power button on the edge.
Has anyone got any idea why this is happening and what I can do about it?

Go to the desktop, click on control panel, select power options, and check to see if the settings for what the power button does have been changed. This is NOT the side hardware button, but the power symbol on the metro start page or in the charms power menu!!
