Recently the startup process has intermittently become very slow (several minutes). Most of the time (but not always), during startup (from full shutdown), the Windows logo is displayed alone for 90 seconds, then a circular progress indicator is displayed below the Windows logo. See photo. When it completes a full circle (60+ seconds), the system starts. Once started, everything seems to run OK, general operation is not slow.
Note this circle is larger (and persists longer) than the circle indicator that often appears during startup.
What is going on and how can I fix this?
