There are several factors involved, every country has its own set or rules and regulations including taxes and tariffs.
To give you an example, when a car is sold in the US there has to be a minimum warranty for 3 years, in Mexico you get a bare bone 1 year warranty and after that you are SOL.
You also aren't charged sales tax on service warranties in the US, that might be different worldwide. Each country is different.
Shipping and volume are also a major factors in warranty pricing. It might not make sense for MS or other OEMs to have service centers in every country if the sales volume isn't high enough, therefore they might have regional centers worldwide and that might cost a lot of money to ship back and forth.
