Can't install new software- says installer already running

Not a shutdown problem, @ramiss. A bad software problem, which has corrupted Windows Installer Services, for which cold rebooting cannot even repair.

Actually, he said he would try Turning it Off and back On again. To a non technical user this could mean pressing the power button (screen off) and then again (screen on). Which certainly is not a reboot. Turning off random backround services is not recommended either.
