Cannot reset Pro 3 upgraded to W10

I upgraded my SP3 to Windows 10 and now need to reset it and keep Windows 10 installed. When I try to do this I get a message about not being able to access the recovery environment. Running reagentc in command windows states that it is disabled, if I try to enable it I am told that it cannot be enabled on a drive using bitlocker encryption. I had no problems resetting or refreshing on Win 8.1 and I have not knowingly enabled bitlocker.
I am aware that I can download a system image and restore to 8.1 that way but I just want to reset my current Win 10 installation.
Anybody have any advice or can point me in the right direction.

Use the download tool to put windows 10 on a usb drive and reinstall from that.

I'm aware that I can do that but I would like to know why I cannot reset the device from within windows as I could when I was on Win8.1
