Windows 10 desktop/screen settings crash

Right click on desktop to personalise or change screen settings results in errors

ms -settingsersonalisation-background
does not have program associated with it

ms -settings:display
does not have program associated with it

any suggestions please ?

I've got this also. Do any of your settings work from the start menu?
