Touch Screen won't Pin or Unpin apps on Start Screen

When I am in the start screen and I hold on an app, instead of a check mark coming next to it and the pin/unpin options coming on the bottom of the screen the app just shifts slightly downward and nothing happens. I'm still waiting on my keyboard so hopefully it'll work with the right click on the app, but has anyone else had this issue?

Are you still on 8.0?
If I recall, on 8.0 you have to also give a slight swipe, like you are going to move the icon.
8.1 is just a hold for sure though.
