top 1/4 of screen touch not working

I recently purchased a used surface book with i7 and 16 gigs of ram. The battery had died and the guy replaced the battery in the tablet. he ended up replacing the screen as he damaged the old one getting it out. since he replaced it the top maybe inch or so doesn't respond to touch. he did not glue the screen back in in case i wanted to try and see if i could figure out the issue. i was originally thinking it might just be a driver issue. does anyone know where I should start first. here is the kicker if i put it in tablet mode the screen seems to function normal if its in vertical mode . but if made it normal mode the top half doesn't work. also if i do a calibration the part where it asks you to put your fingers on the screen works but its rather difficult to touch the arrows in the top corners .
