Most of the surface-own apps are actually starting up faster - not instantly, but about 2 seconds in most cases. As for third-party apps it's more of a mixed bag, but some seem to benefit too.
The second part of your question is difficult to answer - especially with the contact app, some bugs are remaining - news from your connected accounts are loading faster, but it's not perfect. But the connection overall to live or Xbox-services itself seems faster. Tom Warren from The Verge has reported, that the audio-notifications issues in standby are persisting.

I've noticed app launch is faster. Nothing else at the current moment.
