You'll get a french cover and power-supply. You're able to switch system-language to English, but i think you'll have to do this every time you reset the surface. For support or repair jobs you'll have to send to MS Europe.
If you're only staying for a short period of time in France, my advice is to wait or buy it via MS in North America and get it to France.

In Australia you can now buy all models of the RT, along with all accessories (power, VGA, HDMI, touch and type covers) at JB Hi-Fi. They are in with the Windows 8 devices no real display, the prices are the same as or within a couple of dollars of the Australian Microsoft online prices.
