Solved Surface Pro 3 pen not launching 1note

The top button launches screen capture, but one click doesn't open one note.
What am I missing?
BTW just noticed that the top button wakes the unit from sleep, but still no one note.

What happens when you double tap the top button. Not the one on the side?

Oops, wasn't clear. Double click the top button launches screen capture. One click does nothing when unit on running. Odd, since screen grab is a one note feature.
BTW: it's a SP3 i5/256 Windows 10.
Update: Did all the trouble shooting recommended & nothing was amiss. Restarted twice, checked for Win updates & now it is working as advertised??? I will keep an eye on it.
