I've heard of this problem frequently before, but it usually seems to be with the Microsoft version of the driver, and the recommended fix is to install the Intel driver. I already use the Intel driver in order to be able to use my 4k monitor, and when I updated to the latest version recently, I now have terrible blocky banding anywhere there is a color gradient, but only on the external monitor. Things seem to look ok on the Surface itself.
