SD card cannot be formatted

I am having a problem with my micro SD that it does not allow any new files to be copied into it nor it allows deletion. After copying/ deleting any file and simply restarting the surface or removing and reinserting the SD it just goes back to its original state before deleting or copying any file.

I tried inserting the SD into my smartphone but it just shows it to be empty.

also i noticed that my surface is easily heating after the windows 10 update.

All indications from your description s that the SD card may be bad. This is a good program to test it. Download H2testw - Test hacked flash memory - MyMPx

I'm assuming you didn't try using the SD card for any cloud storage syncing like OneDrive. A bad SD card will drive Windows nuts.
