Seems your complaint is after upgrading to Windows 10.
Go to the device manager and remove the Avastar network adapter. Then do a reboot from cold. Let us know if that solves the issue.

Something about that AVASTAR modem. Sometimes it hangs on hardy and fast to previous software, even when drivers or firmware is upgraded. By removing it and allowing Windows to sort things out, you get a fresh configuration.
