I was also having the same issue last month, but it was automatically get resolved. Why don't you send report to the company? They will help you for this.
If you are running the disk cleanup wizard or another utility, make sure to uncheck 'Device Driver Packages', as the latest Surface Pro firmware update was a WiFi driver IIRC. I kept getting the System Update in Windows Update until I unchecked this box in the Disk Cleanup wizard. Other utilities might be doing the same thing.
