I fixed it.
I tried to go back to a restore point did not help.
A Windows refresh did not help.
A full reinstall fixed it.

Great, glad you fixed it; but a full reinstall is a heavy price to pay. I still don't under what you meant by "not so nice for the SP3". In addition you can still induce the white focus frame with the method I described.

Yes a hard price to pay but something was not right.
The described method is fine and I tried it after the reinstall.

before the focus frame was in all menus and everywhere in the modern UI visible and there was no way to get ride of it.

I even found an article which described my issue and the possibility it could be coursed by bitdefenter which I just installed.
