Can I shrink the display to compensate for Pen edge problems?

e.g.

Run 1600 x 900,
100% scaling,
black bars on top and bottom,
1:1 pixel ratio,
no distortion/upscaling/interpolation,
proper scaling
; circles are circles.

So it may be easier to understand, please take a look at this image:

The black area represents the Surface Pro 2's 1080p native resolution.

The white area is something I am hoping that is possible to compensate for Wacom Pen edge accuracy problems.

Found it.

You have to install the HD Intel Drivers to gain access to Intel Grahpics Options and it does have the option to do what I said.

Doesn't seem to help much with the Pen accuracy tho.
