A powered USB hub has it's own power brick.
I haven't heard of any that use a USB Y cable but I never looked for one either.

They say it can work off only one of the USB plugs, but I have never gotten to work unless both are connected.

It's not surprising that the DVD needs additional power to work, not surprising at all.

The only way to use a USB HDD and a USB DVD or any two USB devices at the same time is with a Hub. If both your devices (HDD & DVD) have their own power sources, all the better. Give me more power woah woah woah.
