Had have to be replaced with have. But for myself its not really nessesary to get one right now. I am gonna use my discount by Snupped soon. Also i see you are also from the Netherlands. The Microsoft support is an way of a hell. I heard only awesome stories of the US Microsoft support. But here in Netherlands are people who cant even speak dutch..
Never had any problems with MS support, they speak Dutch (sometimes Vlemmish). Replacement of my RT and 2 times Touchcover without any problems and within 5 workingdays (actually replacing the touchcovers was within 3 days).
Your problem looks like buying abroad in the USA (?). In USA warranty is much worse than in NL, but bought in USA means Warranty in USA

Second, i want to buy a external battery for my surface pro 2, i am seeing that the surface pro 2 needs 12V and 3,6 Mha with an adapter to can charge it.

I use a simple 3 cell (11.1 V nominal) LiPo-Accu for modelling. Charging by an external charger. At a voltage level of 9.85 Volts my Surface pro 3 stopps charging by him self. No protection of the LiPo is required. Attention: You will get no hint when the Surface Pro 3 stopps charging because undervoltage of the LiPo. But you have no problems with undervoltage of the LiPo. A powertip was from Amazon.
