this actually has thing to do with win8.1 where you actually need to hold for about 3seconds when dragging the app to the bottom (wait until it flipped) to close the app properly so it will not show up in the task manager. Apparently you can google this app CLOSE THRESHOLD FOR WIN8.1 (i used it)...
