RF interference between USB receiver and a hub can definitely be an issue. I used to use a MS USB mouse. Plugged directly into the hub it's be jerky and sometimes unresponsive but plugged into a USB male-to-female extension cord and moved about a foot away from the hub it worked fine.

Instead of Windows Key-P which is to project to another display have you tried Settings/System/Display? You can choose to extend, duplicate or use monitor 2 only. I don't know if this is the same thing as Project to another display.

I have the same issue with a Dell U2713H plugged directly into mDP. I have to turn monitor off and then on again if both monitor and SP3 are asleep for it to come back on monitor screen and not Surface screen.

I've always felt iTunes loads slow compared to other apps (maybe because they don't use a splash screen), but even with Win10 AU it take only 4.8 seconds to load on my SP3. Something must be a problem with it on your system.
