My fault! 10. HADNT noticed it until day before this post.

ok confirmed it is an issue! I have it after every fresh restart until I quit the 'touch keyboard and handwriting panel' process. if I use task manager to quit that then click on keyboard iconto bring it back it restarts and the issue is gone

Ah power button makes sense never even considered that! I do have tinywall installed and that has been in learning mode. However if I have an issue and then turn win firewall off it immediately sorts the issue. Why does windows firewall turn itself back on when I have turned it off?
