Most of the third-party pens use the older technology, but any n-trig should work

Surface Go 2 after Surface Pro X, should I switch?

What version of Pro X do you have? If you have the 8GB version then the two should perform similar, so screen size should then be your deciding factor. The exception would be if you need x64 capability for an app, then move to the Go2. My Pro X replaced a Surface Go.

Does it have anything besides IEEE1394? Composit, HDMI or USB A? If so, you can try a capture card - Amazon caries them

I have a Pro X and I'm not experiencing the issue you describe; it rings like any other telephony service and sounds like a Bluetooth speaker phone.

Surface Pen tip doesn’t work but I can move the cursor with the top button

I quick check to see if it's the pen or the nib is to pull the nib out (and if you have a replacement) put the new one in. Also, just removing the nib and putting back in sometimes fixes these issues. If that doesn't work, I would get a new pen.

Other than this group/ forum, where can I get insights from veteran users on Evolution / Improvements in OneNote through 2010, 2013, 2016/19?

Major development on the OneNote Desktop client ended with 2016 - all major revisions for a few years have been targeted at the Mobile Clients (iOS, Windows 10, Online and some lagging on Android).

Run Morpholio trace (ios app) on Surface Pro

You wouldn't get a great experience in an emulator as it's a sketching app built around iOS or Android APIs. iPad Pro or Galaxy Tab S6 would be your best bet, or move to one of the Windows programs, many to choose from Adobe CC, Sketchable, Penbook, ArtRage, AutoDesk Sketchbook even GIMP.

Anyone tried 3 external monitor set up with Surface Book 2?

From a bandwidth perspective to drive 3 monitors the SB2 would need Thunderbolt 3 through the USB C port. Using the Surface Dock you could do this...two off of the mini-DP and one driven off the USB-C, or you could attempt to do a DisplayPort Daisey-Chain assuming the monitors you're using...
