80073701 indicates Some of the System Files Are Either Missing or Corrupt.
You should run from an Admin Command Prompt
DISM /Online /Cleanup-image /Restorehealth
then
SFC /scannow
If that doesn't fix the problem you probably need to do a Reset and Keep Everything to preserve your files unless you have them all backed up (which is a good idea anyway) or Reset and Remove Everything if it's backed up.
The other alternative would be to Download a Recovery Image, put it on USB drive and restore that which will wipe everything and give you a clean Image. After which there'll be a billion updates to run...
