windows updates fail to work, error code 80073712

I googled and tried this diagnostic tool: Error Code 0x80073712 occurs in Windows Update or Microsoft Update however it didn't work, the update still fails every time. The update is "Update for Microsoft Camera Codec Pack for Windows 8.1 for x64-based Systems (KB2899189).

Anyone have experience with this?
