Win 10 Messaging + Skype High Battery Useage

I found that "Messaging + Skype" (Skype not installed) are using nearly 1/3 of my battery useage. I have disabled it in All Systems > System > Battery Saver > Battery Use, and marked it "Not Allowed". But I want to know why Win 10 has this running like a banshee. Previous installation Microsoft Skype was running 40%+ and 100% drive access. Seems like this is a bug in Win 10.

Battery/CPU useage is almost 20% greater since disabling.
