The issue is the speed at which the arrow moves across the screen as I move my finger over the track pad. the default requires several finger strokes to get the arrow from one side to the next.
In settings for mouse and trackpad I clicked the additional options link at the bottom of the page so as to see the other mouse settings. Under Pointer Options, then Motions, I set the pointer speed to full fast and also checked the Enhance pointer precision. The trackpad performed beautifully.
Until I rebooted. Then all changes I had made were lost.
