Touchpad issue after latest Surface update

After a 12/19/2017 update I could no longer use the touchpad to scroll in Excel 2010. I assumed the problem lay with Excel and spent the last couple of days trying various fixes. Then, I thought perhaps a recent update to Windows 10 or the SP4 might be the culprit. Sure enough, as soon as I uninstalled the 12/19 update I could scroll again in Excel using the Surface touchpad.

The update was entitled "Security Update for Microsoft Windows (KB4054517)" and is also entitled "2017-12 Cumulative Update for Windows 10 Version 1709 for x64 based systems".

There's no action to take here...just thought this information might be helpful to someone. BTW, the Update page had listed the update as successful.

Since typing this note an hour ago I re-installed the update just to see what would happen. Sure enough, the same problem - unable to use the touchpad to scroll in Excel 2010. So, I uninstalled it a 2nd time and now I can scroll again. There is something definitely amiss with this update.
