Surface Book 0xc0000428 error, keyboard won't work

Hi all, trying to fix a coworker's Surface Book and getting the above error. Don't know how to get to get to the necessary menus if the keyboard won't work. I've created a bootable USB and attempted to change the boot sequence on the SB, it still doesn't seem to boot from the USB to run recovery.

Any experience with this?

Have you tried a quick reset?

Quick Reset
1) Power unit off
2) Press and hold Power and Volume Up buttons until the "Surface" logo is displayed
3) Release both buttons
4) Exit and Save making no changes.

Yeah, I've been able to access the UEFI GUI on the surface, but selecting "restart" from there returns me to the 0xc0000428 error screen
