I don't find the new browser -- Spartan in my build 9926.

Is it there somewhere?

How do we get it or can we get it yet?

NO...its coming in the next few months....

If your type about:flags in the address bar of IE 11 in build 9926, you can enable the "experimental web platform" feature. This apparently allows you to see what the new rendering engine is like.
I am using it now, and web pages do seem to pop...

I think the rendering engine might be enabled in the latest W10 Preview build.
