I use Adobe Creative Cloud apps on my Surface Book, and have seen this before. This is a software issue, and not hardware, and is likely to be related to the graphics processing not cleaning up completely after a task such as rotation.
This problem disappeared a few Windows Build versions ago, as I am a Windows Insider. So be patient. Some weakness in Windows 10 that Adobe software revealed is corrected in upcoming updates for you.
