Search Icon no longer works

So the Search Icon on the taskbar no longer works. I click on the little magnifying glass icon and nothing. Nothing pops up. It's been like this for a couple of weeks now. I'm sure all updates are installed. Anyone know of the issue and what I could do to fix it?

If it helps, the hardware that this problem is occuring on is the Surface Pro 3.

Cortana has been turned off since last year. I don't think that's the reason since this issue didn't occurr then.

I'm on an SP3 with the latest updates and my pressing on the spyglass opens up a screen to type in a questions. I personally prefer going to the start screen and typing in what I'm looking for.
