RT built in camera

I have a Surface RT 32 & I cannot use the built in cameras.

I have read the complete Surface manual, not ONE WORD about the camera!

I search camera & it says "Change settings in the app". When I tap the "camera" nothing.

you can open the camera app? And if you tap the screen to take a picture, nothing happens?

Tully is a known troll and should be ignored. He invents impossible problems and some that could not possibly exist. Tully the built in camera on the Surface RT is just one step shy of terrible. Consider yourself fortunate that it does not work.
