At some time over the past few months the right mouse button stopped working on the start screen and on its tiles. The right mouse button does not work regardless of the method used to trigger it: right mouse button on a bluetooth mouse; right button click on the keyboard's track pad; long finger press on the touch screen. I am not willing to refresh and reinstall everything, but would like to find a way to get the RMB action back. Any ideas, or any ideas about how to diagnose the problem further?

The problem turns out to be that I had set, using the Group Policy Editor, the "Start Screen Layout" policy to provide a standard layout for all users of this system. This has the side effect of disabling the context menu.
