Solved Please Help! Unable to setup Surface Pro 4 for the 1st time

Hi,

One of my cousins living in the US purchased a Surface Pro 4 128 GB on Cyber Monday sale and sent it to my in India only this week (Feb 2nd week).

It wasn't turned on till I received it, but when I turned it on for the 1st time and the setup screen appeared, I did everything as mentioned (only 4 options: WiFi connection=done, language and keyboard layout-done, pen pairing=unsuccessful and skipped, express settings=done) then the surface logo appears and again, it starts all over again from select language thing.

No error messages, expect some "unable to read memory" or something like that only once.

I downloaded the recover file on to the USB and changed the boot sequence by checking USB and left Windows Boot manager as it was checked and deselected the other 2 option.

Can you please help me?

How do I make the USB drive a bootable device, if I need to do that. As I haven't done any changes to the USB drive, except that it's formatted in NTFS format.

Please help me.
