How to Drag on SP2 Touch Screen?

So I want to change cover photo on Facebook. I select my photo and then need to "drag to reposition" it. Using fingertips (no pen) I try and drag but the entire window display moves up and down rather than just the cover photo that I am trying to reposition.

I have looked all over for settings to stop the entire window from scrolling but cannot seem to figure out how.
